Deputy Prime Ministers Dmitry Chernyshenko and He Lifeng discussed preparations for the 31st regular meeting of the two countries' heads of government and set out priority areas for cooperation.

On 19 October, Russian Deputy Prime Minister Dmitry Chernyshenko and Chinese Vice Premier He Lifeng co-chaired the 30th meeting of the Russian-Chinese Commission for the Preparation of Regular Meetings of Heads of Government. The Russian side joined from the Government Situation Centre in Moscow, and Xinhua reported that the meeting was held by video link. The commission's main task is to prepare the 31st regular meeting between Prime Ministers Mikhail Mishustin and Li Qiang.

He Lifeng said China is ready to consolidate cooperation in established areas, namely trade and investment, transport, agriculture, nuclear energy, aviation and space. He added that China also wants to develop green, low-carbon and digital economy projects.

Chernyshenko called China Russia's main trading partner. According to the Russian Federal Customs Service, bilateral trade rose 25.8% in the first eight months of 2026 to more than USD 189 billion. Russia forecasts that full-year trade will approach USD 270–275 billion and aims to reach USD 300 billion by 2030.

Xinhua said government agencies from both sides reached a number of agreements. The list of these agreements has not been published.
